At the end of 2024, Delegated Regulation (EU) 2024/2865 was published, introducing significant changes to CLP labels. The new rules aim to improve the legibility of chemical labelling—especially in terms of font size and contrast. The changes apply to both consumer products and those intended for industrial or professional use.
According to the new rules, labels must meet certain minimum technical requirements, particularly regarding font size and contrast:
Packaging volume | Minimum label size (mm) | Minimum pictogram size (mm) | Minimum font height ("x"-height mm) |
---|---|---|---|
Not exceeding 0.5 l | If possible: 52 × 74 | Not smaller than 10 × 10 | If possible: 16 × 16 |
Over 0.5 l to 3 l | If possible: 52 × 74 | — | 1.4 mm |
Over 3 l to 50 l | At least 74 × 105 | At least 23 × 23 | 1.8 mm |
Over 50 l to 500 l | At least 105 × 148 | At least 32 × 32 | 2.0 mm |
Over 500 l | At least 148 × 210 | At least 46 × 46 | 2.0 mm |
The size of the lowercase “x” is defined (e.g., 1.2 mm). This so-called x-height is used as the basis for calculating line spacing. In this case, line spacing = 120% of the x-height.So, if 1.2 mm equals 100%, then 120% is 1.44 mm, and that should be the line spacing.
Letters must not be compressed or too tightly spaced. There must be sufficient space between letters to ensure the text is easy to read.
Serif fonts are a group of fonts recognized by the small “tails” (serifs) at the ends of letters. The most well-known serif font is Times New Roman.
The application of the new requirements will be mandatory from January 1, 2027. There is still time to begin implementing the provisions of Regulation 2024/2865, but if you are planning a label update, it’s worth considering adopting the new guidelines already today.
The 2025 CLP update does not change the classification or hazard symbols, but it introduces technical requirements for labels that have a real impact on packaging design and labelling processes. Companies should already conduct a CLP label compliance audit to avoid problems after January 1, 2027.
