Group Submission of Information in PCN Notification – When Is It Worth Considering?

PCN notification (Poison Centre Notification) is a legal obligation for manufacturers, importers and downstream users placing hazardous mixtures on the EU market. With the introduction of the UFI code (Unique Formula Identifier) and a harmonised submission format, a new option has become available – group submission of information, which in many cases can significantly simplify the notification process.

What Is Group Submission of Information in PCN Notification?

Group submission of information within the PCN notification framework allows for submitting several similar mixtures in a single notification, provided that certain criteria are met – such as identical toxicological properties, classification, or use.

When Is PCN Group Submission Allowed?

Group submission in the PCN notification process is possible when the mixtures:

  • have the same CLP classification

  • have a similar chemical composition – only minor variations in formulations are allowed

  • are placed on the market by the same responsible entity

👉 Note: Products submitted as part of a group PCN notification may have different UFI codes – this must be appropriately considered when preparing the documentation.

When Should You Consider Group PCN Notification?

Group submission of information can be beneficial when:

✅ You have similar products in different variants

For example: cleaning products that differ only in fragrance.

✅ You want to reduce costs and administrative workload

A single submission instead of several means less work and potentially lower documentation handling costs.

What Does This Mean in Practice?

  • You can reduce the number of submissions if you meet the conditions for group submission.

  • You will avoid duplicating efforts related to creating and managing PCN notifications.

  • You may lower the notification fees in some countries (e.g. in Belgium).

  • However, improper grouping can result in rejected submissions or ineffective emergency response in case of exposure.

Summary

PCN notification using a group submission is a practical solution for companies placing many similar products on the market. The key factors are identical classification and similarity in composition. While the technical process requires attention to detail, the administrative and operational benefits can be significant.
