On 3 December 2025, Regulation 2025/2439 of 26 November 2025 was published in the Official Journal of the European Union, amending Regulation (EU) 2024/2865 with regard to application dates and transitional provisions.
The new Regulation introduces significant changes to the transitional periods for certain provisions of the CLP update adopted in November last year. It forms part of the “stop the clock” mechanism the Commission decided to apply to the CLP Regulation.
Regulation 2025/2439 postpones the application of several provisions of Regulation 2024/2865, in particular until 1 January 2028, including those concerning:
certain requirements for fold-out labels,
deadlines for updating information on labels,
advertising,
distance selling,
the size of labelling elements.
The Regulation will enter into force 20 days after its publication. The industry is also awaiting the publication of a second Regulation, which is expected to amend some of the technical requirements laid down in Regulation 2024/2865.
